- clean up division id/labelling for 'PNSA' -> 'PNW'

- rework series racer management to better handle series with varying bib numbers

- provide some updated sample scoring series datasets
- fundamental implementation rework for improved cross-platform UI (replace Swing with SWT, repackage as RCP)
- update Java version from Java 8/11 to Java 17
